Distinguish the person who decides from those who contribute, prepare the information and carry out the next step.

Describe the decision before the role

A job title does not always explain who can make a particular decision. When several people are involved, work may wait for an approval that no one realises they own. Begin by naming the recurring decisions that create the most uncertainty, rather than rewriting every role at once.

A service-page update, for example, may need input on the offer, accuracy, wording and launch timing. Those contributions matter, but they do not all need the same authority. A clear decision owner can bring the information together and confirm when the work is ready to proceed.

Make contribution and authority explicit

For each decision, identify who prepares the information, who contributes, who decides and who acts on the result. Describe the expected input briefly. An owner cannot make a useful decision if the necessary information arrives late or the boundaries of the decision remain unclear.

Agree when the issue should be escalated. A change outside the original scope, a missing approval or a disagreement about priorities should have a known next step. This helps people resolve exceptions without reopening every routine decision.

Keep the record close to the work

Place the responsibility note where people already work: in a project brief, process outline or shared planning document. Include a date and review it when the work changes. A separate chart that is difficult to find will rarely help at the moment a decision is needed.

Try the arrangement on a small recurring activity and ask whether people can identify the next owner without asking around. Clear responsibility should make everyday coordination easier, while preserving the contribution of everyone whose information the decision needs.
